Welcome to the webpage of dr. Herkus Gabartas!
Herkus Gabartas is an alumni of Vilnius University Faculty of Law (Lithuania), where he earned his Master Degree in Law (1999). In 2000-2001 he studied at G. Levin College of Law at the University of Florida (Gainesville, Florida, USA), where he obtained his LL.M. Degree in Comparative Law (Certificate in International Business & Trade Law).
After returning back to Lithuania, he continued his doctorate studies at Mykolas Romeris University and has been doing research in the Tax Law Department of the University of Gent (2002, Belgium) as well as Austrian and International Tax Law Institute of Vienna University of Economics and Business Administration (2004, Austria). In 2004 he defended his Ph.D. thesis “The Impact of the Fundamental Freedoms of the EC Treaty to the Direct Taxation of EU Member States” and has been awarded by Mykolas Romeris University the degree of a doctor of social sciences.
In 2010 Herkus Gabartas has completed his studies in Executive Master of Business Administraton (EMBA) Program at the Baltic Management Institute and obtained the Master Degree from Vytautas Magnus University as well as Executive MBA International Certificate.
Starting from 2010 Herkus Gabartas is an assoc. professor at the Comparative Law Department of Mykolas Romeris University. He teaches EU Finance & Tax Law and Comparative Tax Law courses in Lithuanian and English languages. He regulary prepares publications in English and Lithuanian languages for various Lithuanian and foreign editions. His areas of academic interest are European Union law, tax law and energy law.
